People affected by the Boko Haram insurgency in Nigeria recently saw a ray of hope as the United Nations (UN) said on Tuesday that it was partnering Peugeot Automobile Nigeria (PAN) Limited and some institutions in the country to train 500 insurgency victims on vocational skills.
Mr Matthew Alao, Conflict Prevention and Peace Building Analyst of UN Development Programme (UNDP) said:

"Basically, we advertised for any available facility within the country where we can train these beneficiaries. We did this evaluation last month and two institutions are being highly considered. One of them is the Peugeot Automobile Nigeria Limited and Apurimak Centre. We also inspected some of the facilities owned by the Gombe State Government. However, these facilities have to be in good shape, to the standard the UN will want to train people in. We have identified 14 trades, five from the Peugeot Nigeria Limited and nine from the other training centres, on which we are going to place the beneficiaries," he said.


 

He said that the five trades which Peugeot was being engaged to train the people were modern auto mechanic, auto spray painting, auto welding and panel beating, auto Mechatronics and Auto tyre servicing.

 

"We need to take the beneficiaries out of their zones so that they can have other cultural orientations and see life from different perspectives. If you look at the entire country, governments embark on skills acquisition, but when you get there, you will see the structures but not the equipment. This is what is applicable to some of these States; none of them has functional skills acquisition centre that can be used. However, Borno State said it was embarking on two and was looking into how to develop or build a skills acquisition centre where it can train its teeming youths," he concluded.

Adams Oshiomhole, the Edo State Governor has presented the budget for the year 2016, to the State House of Assembly. He tagged it the 'Budget of Finishing Well' and it is worth N111.5bn.

 

Oshiomhole said "reduction is in line with the economic realities, especially developments in the international oil market and dwindling inflows from the Federation Account. This administration is working on the designs for the following seven gully erosion sites: Ibore, Ewu, Emu, Ogiso/Osunde, Ambrose Alli University (AAU) and Auchi Agenebode Road gully erosion sites."

 

"The designs of flood and erosion control structures for Gapiona/Adesuwa Grammar School Road to de-flood the Western part of the Benin GRA, covering about nine square kilometres, is in advanced stage. Also, designs for Urora community in Benin and Igbe Quarters in Auchi are being carried out."

 

Reportedly the Education sector got N14b, which is the largest allocation, as well as the health sector that got the same amount also.

Mr. Babatunde Fashola the Nigerian MINISTER of Power, Works and Housing has revealed that there will be an increase in the electricity tariff as the Ministry of Petroleum has signified their interest to build certain critical pipelines to transport gas to the power plants that will add another 2,000 megawatts to the national grid within 12-15 months.

 

By far the most complex challenge is the problem of tariff. It is complex because it is more in the hands of citizens than in the hands of Government.

 

"The role of Government is to set the tariff and in doing so, Government has committed to what is called a Multi-Year Tariff Order. This was done in order to attract investors to the market; otherwise we will not have achieved the privatization if the price of the product is not attractive to the investors.
The tariff is the price of producing power. It covers the cost of generation, gas purchase, transportation, transformers, staff costs and so on, disaggregated and charged per kilowatt/hour to make the business of power profitable."

 

"What the Government did was to spread it over a number of years, so that the impact is not felt at once but over a periodic incremental process. I know that it has been a contentious matter, but I make this fervent appeal to consumers to give us the benefit of the doubt, to forbear and accept it," he said.

Policemen attached to the Lagos State Police command have arrested four fake naval personnel and a soldier for armed robbery. They were arrested after using military uniforms to carry out the robbery. They were later handed over to the Special Anti Robbery Squad, SARS, of the Lagos State Police Command, Ikeja.

 

A resident, Wasiu Omojola, who narrated the incident to Vanguard said: "We are predominantly fishermen but some of us do oil business. The military personnel used to come around to extort money from us daily. We didn't even know that they were fake officers. They would come in military uniform. Their leader whom we later realized is an Army Sergeant would dress as an Army Commander. He would gather us and warn that the Army High Command had sent him on a special duty.

 

"He told us that his group was on joint military operation. He then instructed us to contribute N2 million for his boss. We were able to raise N500,000. The following day, they prevented us from doing our job, so we had to contribute another N300,000.They still said it was not yet okay with them."

 

Wasiu Omojola added: "I don't know how one of us reported the development to Army authorities who said that they didn't send any team for the joint military patrol to our area. When we got the information, we then mobilized against the self- acclaimed joint military patrol.

 

"When they arrived the following day to resume their extortion, we arrested them. They did not believe it when we took them to the Police. We were later informed by the same Police that the suspects escaped from their cell, so we mobilized again and gave them a hot chase. We later arrested them and brought them to SARS."

Amid public concernsfor the ailing health of the King of Thailand, Bhumibol Adulyadej, the monarch has made a rare public appearance in a television footage released on Monday by the palace. The 88year-old King, who is the world's longest serving monarch, was seen swearing in judges.

 

The monarch, who is widely revered as an arbiter in the country's divided political scene, has received treatments for different ailments in the past few years.

Mark Oberholtzer, the owner of the Texas City Plumbing Company, is suing a Ford dealership for over $1 million in financial losses and damages to his company's reputation. This is after a pickup truck once owned by Oberholtzer ended up with Islamic militants fighting in Syria's civil war. A picture of the truck, with his Mark-1 Plumbing decals still attached to it, went global, resulting to thousands of threatening phone calls.

 

Oberholzer's lawyer filed that: "By the end of the day, Mark-1's office, Mark-1's business phone, and Mark's personal cell had received over 1,000 phone calls from around the nation. These phone calls were in large part harassing and contained countless threats of violence, property harm, injury and even death."

 

This would have been prevented if the dealership had dismounted the decals before re-selling the truck, the plumber said.

FBI

 

The FBI has arrested a Maryland man, Mohamed Elshinawy, on a number of charges, for receiving about $9,000 (£6,000) from the Islamic State group (IS) to carry out an attack in the US. The FBI disclosed that Mr Elshinawy pledged allegiance to IS online in February.

 

However, the culprit, who received the money through a PayPal account and a Western Union wire transfer, said he never had intention to carry out an attack but just wanted IS agents to send him money.

Saudi Arabia

 

The Saudi Arabian authorities have announced the formation of a coalition of 34 Islamic nations to fight terrorism.

 

Saudi Crown Prince and Defense Minister Mohammed bin Salman said: "This announcement comes from the Islamic world's vigilance in fighting this disease so it can be a partner, as a group of countries, in the fight against this disease. Today there are a number of countries that suffer from terrorism, for example Daesh in Syria and Iraq; terrorism in Sinai, terrorism in Yemen, terrorism in Libya, terrorism in Mali, terrorism in Nigeria, terrorism in Pakistan, terrorism in Afghanistan and this requires a very strong effort to fight. Without a doubt, there will be coordination in these efforts."

 

The Coalition's joint operations center is said to be based in Riyadh. The coalition countries include: Saudi Arabia, Jordan, the United Arab Emirates, Pakistan, Bahrain, Bangladesh, Benin, Turkey, Chad, Togo, Tunisia, Djibouti, Senegal, Sudan, Sierra Leone, Somalia, Gabon, Guinea, the Palestinians, Comoros, Qatar, Cote D'Ivoire, Kuwait, Lebanon, Libya, Maldives, Mali, Malaysia, Egypt, Morocco, Mauritania, Niger, Nigeria and Yemen.

Yemen clash

 

A seven-day ceasefire is due to come into force at noon (09:00 GMT) in Yemen today, to coincide with the UN-brokered peace talks in Switzerland.

 

However, the Saudi-led coalition backing the Yemeni government has said it reserves the right to respond to any breach.

 

The fight between the coalition and the Houthi rebels and its allies dates back since March when the Yemeni government was forced into exile by the insurgency which had claimed over 6,000 lives, many of whom were civilians.
